Do you remember last year in April 2009, the Guardian published a video of a 17-year-old girl's flogging by the Taliban in Swat Valley? Another incident just happened a few days ago in Dolina district in Ghor province, central Afghanistan. Ghor is one of the poorest provinces in central Afghanistan, and Dolina district has been a safe haven for illegal armed groups, which have committed these kinds of brutal acts before. The video, released on February 18, shows a man with a white turban flogging a woman who is submissively standing against 40 lashes.
In this video you can only see one of the women but two other women and one man were publicly beaten in the same way. Abdul Hai Khatibi, a spokesman for the Governor of Ghor, told the media that these women were forcibly married in Dolina district, but both later ran away from their husbands' houses. The local police in Herat province arrested them in Chasht district wearing men's clothes. The women were then taken back to their village and handed over to their husbands.
According to another local newspaper, a local cleric issued the decree and a local warlord called Fazl Ahad carried out the decree publicly. Fazl Ahad has taken part in the Disarmament Demobilization and Reintegration (DDR) program, but he still has control over the area despite the presence of Lithuanian soldiers in Ghor Province. For the last three months, he has jailed several people including a trader who was also forced by Fazl Ahad to divorce his two wives. The footage shows the officers trying to move African squatters from the notorious Seine-Saint-Denis district north of Paris
Police are seen manhandling a screaming woman, hauling her along the ground by her legs, with a baby wrapped on her back, while a pregnant woman lies in the street.
Most of the protesters were legal migrants from the Ivory Coast and had been in France for more than a decade, according to a spokesman for Droit au Logement (Right to Housing).
'They were subjected to disgusting brutality,' he said. The footage, shot on July 21, comes at the worst time for president Nicolas Sarkozy whose new government proposals target gypsies and immigrants suspected of crimes.
Last week, he vowed to strip immigrants of their passports if they attack police or public officials. But opposition Socialist Party member Benoit Hamon accused Mr Sarkozy of trying to 'win over the far right vote'.
Police said there was no brutality and the operation was carried out 'within the rules'.

A video is causing uproar in France. It shows police dragging away women of African origin.
The women were demonstrating against their eviction from a block of flats.
In the video, one can see a mother being dragged on the floor with her baby on her back.
In another scene, a pregnant woman is lying apparently unconscious on the ground.
The video was shot on July 21 and was published by the website Mediapart.fr.
It had almost 500 thousand hits by Sunday.
After the video was released, police authorities issued a statement. The statement says police had used normal force in this kind of situation.
It adds that policemen could not see the child attached on the back of his mother when she was pulled away.
[Jean-Baptiste Eyraud, Spokesman for "The Right to a Roof"] (male, French):"When I saw those pictures I must say I was shocked. I didn't think such a level of brutality was possible. To launch against babies and pregnant women... it's violent."
Jean-Baptiste Eyraud is the spokesman of an association that helps immigrants find accommodation.
He was present on the day but was arrested before the police intervention.

"We think there should be an investigation to understand how this happened. The explanations by the local authorities are not satisfying when they say 'they were warned and they didn't leave,' 'the mother lied down on her baby,' that's absurd, the baby fell off his mother's back because she was dragged on the floor and that's it. So we need sanctions to be taken. Otherwise we can suppose that the police will continue brutal interventions."
Eyraud added, "We are very worried because we feel a climate of repression settling, a brutal and violent one, which will result in those images we see now but maybe others too."
The families were expelled in early July this year. They have set up camp in front of the flats.
According to Eyraud, the baby in the video is doing well but is still under medical observation.
